OECD: FULLFILLING PROMISE PROJECT CASE STUDY RACINE, WISCONSIN (USA): Employ, Enrich, Engage (E3)
This case study was written for an Organisation for Economic Co-operation and Development (OECD) international publication entitled Ensuring Labour Market Success for Ethnic Minority and Immigrant Youth. A summary of this study was highlighted by the OECD along with other case studies from around the world.
In general, the E3 model offers an interesting approach for regions with a diverse population that includes a significant minority population cohort. Many of the specific training programs and work sites were unique to Racine County, but other communities could offer a similar menu of customized and place-specific training and work opportunities.
